i'm pretty sure that slobodan milošević, radovan karadžić, and ratko mladić for example would have been put on trial even if yugoslavia had had a higher gdp and hdi - same if another, rather 'insignificant' first world country, let's say portugal for example, suddenly went rogue and started a genocide.
i get your point though, and you're obviously right: none of the US war criminals will ever face any kind of consequences, and the same is probably true for other major powers within the so-called first world.
