Something conspiratards don't understand is that the elites WANT large populations. If you wipe out half the population you wipe out half the productive capacity of your economy, and that reduces the amount of money you can skim off them before they riot.

Elites are elites because they skim 2% of the productive capacity of the economy for themselves. Not because of some shady conspiracy. It's just money.
