your analogy is flawed i feel. the idea of the sanctions is to isolate russia and leave russia on its own. in an attempt to give you an analogy:

The bully is bullying the small guy in the classroom, stealing his pocket money and taking his lunch. the rest of the class tell the bully he is bold, which the bully does not care about. The class give the small guy some of their food and pocket money and teach him how to fight. The bully is getting frustrated.
