sanctions are useless when EU needs to buy gas and other countries need also other stuff oil pacts etc from russia ;)
otherwise look at north korea or cuba or countries of the sort

Sanctions are useless when they don't target the right groups. Cuba still trades with the rest of the world so sanctions don't mean much. DPRK sanctions don't matter because of the absolute state of control the country is under, and starving peasants can't revolt.

In Russia, where the oligarchs are powerful and will lose vast amounts of wealth from sanctions and a populace that isn't so poor they can't link up and revolt, sanctions have a chance at working if they are enforced everywhere.

Cuba isn't some hell hole like Korea is. They have medical infrastructure and such. They even created an interesting lung cancer vaccine and their own Covid vaccine. It's not as good of a standard of living as Europe, but it's not really a place I'd point to for efficacy of sanctions.

sanctions will raise the uproar in the country which is alreayd high.

wait until fsb and omon and the riot police kill, intentionally or by mistake, someone in those demonstrations.

or when the demonstrators come armed with knives and hammers and don't allow the said fsb omon riot police to just go in and arrest whomever they want.

that will be the spark.

Sanctions are a great way to make sure the target of sanctions doubles down on whatever they were sanctioned over. They do occasionally work, but never against an economic or military power of significance. Whenever deployed against such a nation, it hurts the sanctioner as much as the sanctionee, and everyone in a position of leadership in a nation knows it. It's a way to mollify the masses. To pretend to punish an adversary without having to risk lives so the people stop or simply never start demanding military action.
