The Roman Republic didnt turn into the Roman Empire overnight. At first, the senate quietly ceded all power to the first emperor while he quietly ran everything absolutely. They told everyone it is no empire. Then gradually, as people grew accustomed to the new order, they slowly removed all pretenses and the Empire was born.

Today, Trudeau has declared martial law. But he PROMISES this is not a new order. He PROMISES the new powers are temporary and that he will set borders on his own powers without anyone checking him.
