The fire marshal in houston and event planners had the proper crowd safety and maximum occupancy limits in place, which would have ordinarily prevented this exact kind of disaster
The reason people died yesterday is because mobs of people were free to riot and push their way over barricades and into the event. Those swarms of people blocked ways in and out, blocked EMTS, and raised the crowd density to dangerous levels. People died because of the collective lawless actions of the group. That's a significant distinction between crowd crushes that occur due to bad planning or oversold events or officials corralling groups into each others paths (like the Mecca incident). This crush occurred because thousands of people rioted.
