Yep, lottery is basically a way to cut tax rates and shift the burden to the lower classes.
You also see this many places with police fines, where municipalities will make up 30%+ of their budget.
Courts also charge "court costs" to run instead of using tax dollars, which means people who can't defend themselves or plead guilty because they can't afford bail get shafted with "court costs" when pleading guilty to things.
We've seen this for the past ~60 years in America. The push to reduce taxes results in the burden being shifted to the lower class through other means.
