its a question of liability. Insurance and health industry would have to draw a clear cut line. You get sick from covid after a certain date you are no longer entitled to free health care or claims against covid unless you make prior agreement.
And i dont think there is an insurance company out there who would not sign life insurance against unvaccinated partner
