In the case of the United States, it's sugar tarrifs and corn subsidies. We've made carbs (especially fructose, king of fattening carbs) insanely easy to access, and vegetables comparatively expensiev.
you are right, there is much more processed food with shitloads of sugar today
but at the same time people have become much lazier, dont move as much, dont do enough sports, gym, whatever and fewer people are in manual labor as a natural way to burn calories
the price argument does not count imo, decent food is affordable
its more expensive than trash, BUT the people consuming unhealthy food buy a lot more in general and end up spending more
my diet has always been alright, but optimising even more towards fresh food and cutting unnecessary calories saved a decent amount of cash every month
and lastly, we need better school education on this subject
