In my ongoing compilation of conservative cancel culture in the modern era, I've come across this gem.

Ted Cruz has introduced a bill that would restrict funds to anybody who teaches accurate history of the constitution. In other words, if you so much as bring up the 3/5ths compromise, or the reconstruction amendments, you may be stripped of your federal funds.

The bolded claim is not supported by the passage of the bill that you quoted. Bringing up one section of the Constitution which reflected the common-place racism of the time does not imply or prove that the Constitution is "fundamentally racist". Neither does bringing up a difficult political compromise which was necessary due to the reality of slavery at the time.

This bill is clearly aimed against stuff like the discredited 1619 project by the nytimes which asserts that racism and slavery were THE defining, fundamental founding principle of America.

Except the constitution is a fundamentally racist document because it enshrines slavery of a racial group.

Do you consider the Constitution to be sexist because it doesnt contain women's suffrage?

At the end of the day, historical documents have to be seen in historical context. The Constitution did not normalize or justify slavery and racism, it merely acknowledged the social realities of the time. The festering conflict over slavery which took place over a span of decades before culminating in the Civil War shows that the Constitution did not establish or enshrine racism and slavery in the places where these things were not normalized or accepted at the time of the ratification.

I don't think you know the first thing about the historical context behind the constitution and slavery in America. Racism against blacks was a fundamental part of American slavery, and one of the most common justifications for it was that their natural place is as slaves. You do not get to separate that from the constitution. There is absol-fucking-lutely no historical basis for doing so, and a massive amount of historical basis for the exact opposite.
