FYI: Snowden has been granted permanent residency in Russia, and is now seeking citizenship.

Guy's been under pressure from the Russian Government since he's been there to provide them intel, and he's maintained a nope. Kind of surprised they granted him permanent residence, but hey, since he has it, and they won't extradite, no pardon is needed.

correct me if im wrong but doesnt accepting a pardon necessitate accepting guilt first ? might not be on the table for people who acted on principle
