Before I start, let me say, feel free to add your thoughts on how to make things better or more congruent with socialist/communist ideals. We're going to assume for the sake of this topic that you have a completely unpopulated yet large and resource rich landmass. Again, this is a vision, not a reality. So, let's get into it with some basic ideals:

Rights
1. Allotted domicile.
2. Food and water rations.
3. Entertainment device (computer, xbox, whatever).
4. Healthcare.
5. Public Transit.

Responsibilities
1. All children must attend state school 40 hours a week.
2. School must include at least 10 hours a week in various workforce tasks to ascertain aptitude and be productive.
3. All citizens are considered "adults" by age 16, after which time they begin their assigned profession. If further training or education is required for their profession, it's provided in a professional environment.
4. All citizens must work 40 hours a week except children. In addition to the 40 hour work week, all citizens are required to contribute 10 hours a week to "public works" for the benefit of improving the culture of the citizenry.
5. All citizens must train and be trained in combat, firearms usage, and all other trainings mandated for mutual defense.

Banned
1. Personal vehicle ownership.
2. Personal firearm ownership.
3. Personal property ownership.
4. Market purchase.
5. Raising your own children.
6. Marriage.

So, to get slightly more detailed on some of the various points...

Children
Children are the property of the state. It has been proven that many parents are unfit, abusive, dismissive, or otherwise unworthy to raise their children to be contributing members of society. All children will be removed from their mothers at birth, and put into care facilities. Education to begin at once. Heavy emphasis on State positive emblems and paraphernalia decorating all nursery rooms. State material to be read to infants in order to help them learn to understand and speak. Once they have learned to walk and talk, more intense education begins. Heavy emphasis on the sciences, only State-approved arts or social sciences permitted. Heavy emphasis on food preparation, cleaning, and personal hygiene. Children are to be housed in groups of 20. Groups are to be rotated monthly so no two children form any true bond to each other, only bonds to the State permitted at this young age. Hand to hand combat training and basic tactics and war theory should as soon as possible. Once children hit puberty, transfer to dorms. Only state and educational material allowed in dorms. Shared restrooms, kitchens, and showers. Dorm buildings strictly unisex. Dorm rooms randomly assigned each day, insuring no two children have the same neighbor more than once a month. At this point, aptitude should be established, start training children in their professions to come. Also start training in firearms usage and heavy military equipment usage. All firearms, ammunition, and equipment to be locked down tight when students are not supervised by authorized military training professionals. At the age of 16, all students will be assigned to their employment bloc where they can begin their daily life. Note: During this stage, discipline should be relatively light. Caning for dereliction, insubordination, and the like. Capital punishment should be reserved only for children who express anti-State sentiment.

Adults
Breeding is strictly reserved to state approved coupling. Typically the smartest, strongest, fastest. Those who are exceptional in one way or another will be allowed to breed. All others, determined during Childhood education who are average or below average will have their ability to breed removed, though they will be allowed to retain the ability for sexual stimulation. All domiciles are to be small, with a single bedroom, small kitchen and restroom, and a livingroom/entertainment room. One man and one woman to each domicile. Domicile appointments to change weekly, with no female and male sharing the same domicile twice within one calendar year. Sexual relations among non-breeders are to be encouraged, but not required. Average day begins with food, then public transit to work, followed by 2 hours of military training, followed by home. The day begins at 6am. All power to the domicile will be turned on at this time. The day ends at 10pm. All power to the domicile will be turned of at this time, save heat or air conditioning. Breaks at work are strictly forbidden. The workday begins at 8am and ends at 4pm. Anyone who is late will be caned. Anyone who fails to appear will be executed. Exceptions only due to health reasons. Transportation time is included in the 2 hours for military training, so training finishes at 6pm. At which point all adults will be provided their rations of food and water and hygienic product for that night and the next morning. Adult is now to go home, make and eat their food, clean their domicile and take care of hygeinic concerns. Any remaining time until 10pm can be used for whatever state-approved form of entertainment required. During the weekends, 5 hours is to be spent on public works, be it cleanup, state-approved art, public works, etc. The rest of the time can be spent on entertainment. Entertainment facilities will be open during the weekend, but must be maintained and operated solely by those opting to use them. No employment shall occur during this time. Note for breeders: Those deemed qualified to breed will be housed by themselves except when attempting to breed. When breeding, assignments are to remain static until child is born. Maximum 5 children per male or female breeder, at which point they are to have their breeding ability removed, and join the general population assignments. Capacity breeding should occur prior to the age of 25 to insure the most vital offspring.

Transportation
Mobility has been determined to be harmful to the State. Productivity is reduced, accidents happen on an increased basis, people are harder to hold accountable. For this reason, all personal transportation is banned. Public transportation systems (primarily light rail) shall be used for all intracity traffic, with intercity traffic handled by train. All farming centers and factories will be attached to train yards for loading and unloading of goods. Farms and non-city heavy industry will have their own housing blocks so as to prevent the need for citizens to utilize trains for passenger traffic. All intercity shipping will be handled and overseen by government-directed military forces. All air travel, including drone traffic is limited to official government and military use, except is specifically designated "Tourist" cities. Tourist cities will only be populated by government and full time military professionals. Every attempt at making the appearance of a western-style economy should be maintained, so shops specially for the tourists need to be built and maintained, restaurants, and domiciles should be full sized houses and hotels, as opposed to blocs. In order to prevent any form of civil unrest over the different workings of the tourist zones, those government and military personnel who live there receive lifetime appointments to those areas.

Healthcare
Health, being the mainstay and requirement of a successful society, will be provided to all citizens. All citizens will receive all vaccines on the government approved schedule, any and all sickness and injury will be promptly treated. All medical staff are to receive housing and the ration centers for them will be located in the Hospital grounds itself. If it is determined that any citizen has become a health risk to the State, they shall be euthanized at the health centers. All bodies are to be cremated at health centers, with cause of death reported directly to the government. No reporting to any outside agency permitted. Government will handle all inquiries from foreign nations.

Where is the part about Jeff Bridges giving memories to the younglings? Literally a lot of that sounds like concepts out of that dystopian children's book.

My main thoughts as with all communist/socialist pipe dreams is there is little to no incentive for the masses to innovate or pursue forward progress. At least the Chinese model addresses this through direct IP theft, or indirect through years of manufacturing said IP.

Utopian/Totalitarian theory is fun, isn't it? It only needs a complete abolition of human rights, morality, and principle, and an elevation of the State to godhood.

Idiots who proclaim themselves "Communist" want everything such a society could provide, and are willing to collapse actual free societies to try to achieve it, only to understand that the only way to make it work is for a massive authority to remove all human rights and force people to make it happen. The Dictator with the military might and support to enforce it takes absolute control, and every damn time commits mass atrocities to root out all who will not march in lockstep.

Socialists play this fiction where a bare majority always are "have nots" that survived on the communist-style handouts and have a nearly insurmountable time moving up, but in order to keep receiving the crumbs the government gives them, they vote in the same crazy groups of autocrats who regulate and legislate all non-approve business out of business, tax the rest mercilessly, spend the vast majority of the wealth of the nation on personal enrichment and civil and military enforcement, then toss a couple more crumbs to the hands out serfs that'll keep them spouting that it's a "democracy."
