I think what nomad meant is that this move is intended as bait for Trump rather than as red meat for the Dem base. If they can prompt Trump into throwing a fit and saying or doing something stupid in response to this provocation, that's a win for Dems.

Even if Trump doesnt commit an error... as long as he responds to this at all, that's yet another news cycle focused on his fitness (or lack thereof) to serve, which is a tactical win for Dems too.

i just dont see the distinction as much of a valid thing. we're so polarized and actual legislation is so rare that 99% of what they do is base pandering. senate/house get paid to literally do almost nothing. imagine any other job where your efficiency rate is 1%.
