How do you think west virginia was created in the first place? The breakaway counties wanted to secede from the confederate state but were forbidden by the state constitution without consent of the government, so when the state seceded, the union formally recognized a rump government, declared the confederate government void and permitted the secession of west virginia from the secessionist state. They held a vote on seceding the state in which union soldiers and federal agents were stationed at polls and told to arrest (confederate) secessionists and intern them in prison camps.

Personally I think we should allow secession of any southern states that want it, then make sure they know that attempt to ally with other secession states will result in immediate military force to protect America's interest on the continent. Additionally any land locked states will not be allowed access through America's borders for any reason, trade or airspace included.
