personally i'm of the opinion that if you're the kind of person who jumps a turnstile then society would be better off if you stumbled and fell onto the train tracks and the train ran over you but in terms of a proportionate response i think a reduced civil fine is acceptable
reading further i found stories like this were supposedly the reason they are decriminalizing fare evasion, i don't know if this is supposed to tug at your heart string and make you feel sorry for this degenerate but i certainly don't feel bad for anyone who thinks they are above the law and gets punished for it
