The past few years have seen hate crimes by black people against orthodox jews in the Tri-State area of the east coast escalating dramatically since 2016. What was surges of 50-100% increase by year in incidents has now become so openly inflamed that there have been multiple black-on-jewish attacks per day (and a few latino-on-jewish) and 2 major terrorist attacks in the past few weeks. In just the past three days there have been at least 9 different violent attacks, although I'm losing count because it keeps going up.
Three weeks ago the worst attack was a terrorist attack by black identity extremists targeting a jewish school. Their plot stockpiling guns and bombs to commit a massacre went awry and they shot and killed a random white driver and a homicide detective before prematurely attacking the school and instead hitting the bodega next door, killing 3 jews before dying in a gun battle with police. Then yesterday there was a mass stabbing attack by a black guy who drove from harlem to a rabbis house on hannukah, stabbed 5 with a machete and escaped before being arrested by vehicle recognition technology as he tried to destroy the evidence.

The notable effects are that all criminals are now set free without bail for all but a specific few crimes like first degree rape or murder. The general rule of thumb is that unless it results in actual serious injury, you get set free immediately. Judges are given no discretion to set bail, and even the most hardened criminals with records a mile long and obviously intent on committing more crimes are set free immediately. That spans crimes from terroristic threats to third degree rape to vehicular homicide to manslaughter to assault, burglary, domestic violence, violent hate crimes, child sex crimes, arson, robbery, etc. It even sets free criminals arrested on charges of jumping bail or missing court dates, creating the rather obvious problem that the state has no way to actually enforce the laws against people who don't willingly submit. To 'solve' this problem, New York now gives criminals 'incentives' like debit cards upon arrest with promises of more 'gifts' like free Mets tickets if they show up for their trial dates. Right now all criminals are immediately given free transit passes and two $25 debit cards upon being booked, and plans call for expanding this to hand out free burner phones in the near future.
In addition to the bail reforms, the law also includes provisions like automatically turning over all discovery materials to defendants within 15 days of arraignment whether its possible for prosecutors to get the materials or not, and whether or not the defendants actually show up for their appearances, and including materials that prosecutors don't intent to use at trial because its too sensitive. Specifically, the state must automatically turn over the names of witnesses and 911 callers to offenders regardless of whether it would go to trial or be used, with no protections for witnesses. If laboratory materials like DNA can't be turned over in 15 days, they can't be used, and cases will be summarily dismissed. This is despite a backlog at underfunded crime labs, and De Blasio's administration declined to provide any more funding.

The hispanic one who punched and stomped on a 65 year old Jewish guys head and caused serious injury while shouting "Fuck you Jew bastard" was held and the black mass stabber too, while the others were charged, given their 'incentives' and set free. That includes Tiffany Harris, 30, who assaulted three Orthodox women on Friday, punching and slapping them while screaming "Fuck you Jews". Harris already had an outstanding warrant for a harassment and assault case from November on the docket, for which she was ignoring her trial dates. Furthermore, she had a previous felony criminal mischief case on her record for which she was sentenced in absentia to no prison term, after she failed to turn up to her court appearances for that crime. Well, after the anti-semitic hate crime she was booked, given her debit cards and released immediately.
And here's Mayor De Blasio on Fox News yesterday responding to Tiffany Harris's case;

Host: Right- "Tiffany Harris, who said "F you Jew" and beat up three Jewish women, did she get a metro card?"
De Blasio: "I don't know what happened with her, but that's not the point. She will have a trial. As all Americans are due. That trial will determine the consequences, and the punishment. We want to make sure there's a rigorous prosecution"
Well lo and behold, less than 24 hours later, Tiffany Harris has been arrested again for punching another 35 year old woman in an unprovoked attack.
