To begin with, Congress certainly has more power than the president. For example, Congress is the body that practically created the executive departments. If Congress wanted to, they could disband these executive departments such as the Department of Education or the Department of Homeland Security. Congress created these departments and could take them away if there was a will to do so. Also, Congress could also take away power from the president by withholding money. When thinking about it, if everyone in Congress worked together and unified as one, they could literally pass any law they wanted to. The president wouldn’t be able to pass laws himself, and the only way he can stop a law passed by Congress is a veto which would potentially be overridden. The Supreme Court also makes sure that the president is in check and does not have excessive executive privilege.
