Now before everyone goes ballistic... I've said before and I mean it. Immigrants should assimilate with countries they emigrate to.
Everyone has their own country and their own culture. Emigrating does not give someone the right to set up their own little country in someone elses.

Personally I'm tired of strret signs in my own country that I can't read. Aka, china towns in places like SF and NYC.
I'm tired of telephone computers and ATMs with language choices. If someone wants to emigrate to America, they should learn English.

This is 2019, there is no reason for this emigrating to another country and setting up your own country in the new country.

Technically the comma shouldn't be there, yes. But then it comes into a matter of how it was intended to be read. Emphasis of the word, nuance, etc.

Any way, I still think China has the right idea about this. And FYI, I've been to France. People in businesses would pretend they didn't know English even when they did.
I knew enough French to get by. But a frenchman calling an American a bigot for wanting emigrants to his country to at least try to learn English... is a joke.

The native population of Xinjiang is Muslim of Central Asian / Turkish descent.

China is banning Arabic signs because they are trying to absorb the native population and eliminate the native culture.

The problem is not with Muslim immigration (non-existent), but rather with a fascist China that sees religion as in direct competition with the national religion (Chinese nationalism).

Kinda depends on what DATE you're referring to.
