I think when it comes to murder and rape there must be severe consequences in most cases. In the context of killing a homeless man for booze I cannot think of anything more heartless. Kids make a lot of stupid mistakes but killing someone shouldn't be one of them.

Unless its a child, I don't see why we would ever hold the two to the same standard.
Most reported rapes are false accusations, most real rapes are not even reported because most women don't even view it as that much of an inconvenience.
