He was apparently upset and suicidal in a fight with his ex-girlfriend, with policec arriving around 1 PM
Police try to 'negotiate his surrender' with a female negotiator pleading with him, trying to convince him to come down. Shots ring out and "the negotiator dropped to her knees and cried"
The man was surrounded by police but still simply fled the building's garage in his jeep around 2 PM while the police remained on the phone with him, still attempting to talk him down, as he threatened "suicide by cops"
Somewhere in McLeod county he carjacked a resident, perhaps at random, and shot the owner in the chest. At this point deputies already knew he was shooting people
They got on the phone with OnStar to remotely disable the stolen vehicle, and the gunman simply carjacked another vehicle, shot the driver in the head and killed him and took off again, to be surrounded and arrested a few minutes later

This started with him on a balcony, with a gun drawn, shooting at people. Police set up a barricade and had rifles after that point. They could have shot him then, but instead continued to 'negotiate';
