They're actually the same thing for most sane people because if you look at the last few years, every times npcs spammed 'CONSPIRACY' after social medias deemed a news to be a conspiracy, it ended up being a true story and not a conspiracy which is why, usually, a few months after a news is called a conspiracy theory, it end up being a true story.
