The only proper balance is a constant competition between powers that are similar in strength but not strong enough to dictate. This is as the founders intended with their history of slavish kings, and wanting to prevent that in the future.

They organized our government so that the darkest aspects of human nature would be kept in check by limits on power to ensure that no ONE group could have all the power.

I recall the presidential quote "You can't pull up the weak by pulling down the strong." Game theory dictates there will always be a differential in strength across the population.

Having either group in the ascendancy will ensure that tyranny is enacted, either a mob-enforced fascism or a top-down oligarchy.

Strong keep wesk in check => stops uncontrolled breeding.


Most democracies today are some sort of oligarchy with the US and Russia being the most prominent ones.

Someone like Trump wouldn’t have been allowed to be elected if we were in an oligarchy. Your characterization is cartoonish in that way.
