See this anytime I'm in Chicago.
My idea would be government funded work projects for those who are capable of some form of labor so they can make some money. Better access to some form of health care for those not physically/mentally capable.
There's a homeless guy in Chicago I ran into who picks up GARBAGE everywhere and then uses a shopping cart to make a huge fuckin pile of trash and then has this sign that says something along the lines of, "throw me a buck i picked all this shit up"
I talked to him for a while and he was actually a nice dude. I told him I do what he does in the suburbs when I go for a jog/bike ride. Bring a small bag and pick up the larger pieces of trash. He's like, "Your community should pay you. People pay me".
He also said there's nothing to do as a homeless person besides that and it occupies his time and makes him feel like he's doing a good thing. He's lived in Chicago his whole life and admits he fell on hard times and that it's the least he can do. People do give him money and I did because he had a pile of trash almost 6-8 feet high and it wasn't his personables. Crazy
