In exile in the Indian state of Dharamshala, the Dalai Lama conveniently located the next reincarnation outside of China's jurisdiction and despite still being alive. And of course, while the last Panchen Lama was arrested by the Chicoms while he was 6 years old after being recogized by the Dalai Lama, and continues to be held by the state in some kind of unconfirmable "missing person" status even while he's 34 years old.
This sets in motion a conflict with India and the potential for Chinese shadow ops to try to either seize or assassinate the new child. We're still likely an indeterminate time off from China naming their own new Dalai Lama, about a day or two after the current one dies, instead of doing magical mumbo jumbo about soul transference when alive.
