In the long awaited showdown between Chinese communist authorities stepping on Tibetan necks, and the Dalai Lama trying desperately to preserve one slice of spiritual sovereignty, the reincarnation of the Dalai Lama has finally been named.
In exile in the Indian state of Dharamshala, the Dalai Lama conveniently located the next reincarnation outside of China's jurisdiction and despite still being alive. And of course, while the last Panchen Lama was arrested by the Chicoms while he was 6 years old after being recogized by the Dalai Lama, and continues to be held by the state in some kind of unconfirmable "missing person" status even while he's 34 years old.

This sets in motion a conflict with India and the potential for Chinese shadow ops to try to either seize or assassinate the new child. We're still likely an indeterminate time off from China naming their own new Dalai Lama, about a day or two after the current one dies, instead of doing magical mumbo jumbo about soul transference when alive.

Panchen Lama is one of the most important figures in the Gelug tradition, with its spiritual authority second only to Dalai Lama. Along with the council of high lamas, he is in charge of seeking out the next Dalai Lama.
=> Before his death, the 10th Panchen Lama, Choekyi Gyaltsen, had been held for 15 years as a political prisoner of China. He again was critical of Chinese policies in Tibet five days before his death on 28 January 1989.
His successor:
=> Following the death of the 10th Panchen Lama, the 14th Dalai Lama recognized Gedhun Choekyi Nyima in 1995. Three days later, the CCP (self calling "the people of china") abducted the Panchen Lama and his family.
Neither Gedhun Choekyi Nyima nor his family have been seen since the abduction.

This is the least of the Chicoms concern at the moment. Lets put the Taiwan situation aside even. Currently Zhengzhou (Henan) is having some serious problems again with the local banks and it is slowly spreading to Luo yang. The current foreign policy aggressiveness to gather more "friends" around the globe is their first priority.
Iran / Saudi ... Israel / Palestine .... Ukraine / Russia .... and the possibility of a direct conflict with Taiwan around 2030 - 2031 a reenactment of the current Ukraine / Russia proxy war.

By the time they come back to the boy he is probably 18 - 21 years old. If the Chinese wins the Proxy war conflict with Taiwan they won't really care who is the next Dalai Lama that the current one "appointed". If they lose the Taiwanese conflict, they will have more to worry about their status Geo politically and with all those sanctions that are going to be bestowed onto them.

They will make some noise though. But that is about it, I briefly read your link, and it says the boy is born in the United States , so basically US citizen. With the current Dalai Lam's anointment , he will be under pretty closed up protection and basically a future Geo Political tool used by relevant global powers.

NED came for a lot of talks during the 2019 Hong Kong Extradition bill Protest. I went for some of those. Pretty effective since they managed to semi convinced me and some of my friends to go for those protest and marches.
