The actual change in the law removes the mandate that 14-15 year olds need to get permission from the government and obtain a certificate in order to work.

The change is good and has nothing to do with 11 year olds or dangerous work conditions.

No they didn't. They repealed the tedious process of obtaining work permits for 14-15 year old's. The laws regulating what a 14-15 year old can do remain unchanged, just as there are separate laws regulating what 16-17 year old's can do, and they've never been required to get a work permit. The act of getting a work permit does not protect the child, it simply adds red tape and discourages 14 year old's from working ~10 hours a week on week-ends, as I did at that same age.
