I would not blame a single president for this. My understanding is that the USA does not properly and has not properly invested in its infrastructure for decades.

When I was growing up the narrative was all about planes big cars in the US, with little attention given to trains.

The US prefers to invest in capabilities that allow it to destroy someone else's infrastructure instead of investing in their own infrastructure. (Nord Stream anyone?)
