What are the implications and how will they be exploited?
The labour market right now is tight because workers are demanding higher wages.
One way around this for corporations is to hire children. But over hundreds of years of the evolution of workers rights for normal people like yourself and I. There are laws that have been repeatedly updated and put in place in many industrialized countries to protect children from being exploited for labour. The principle being that children should indeed not get exploited.
Simple example, over 450 children died at the workplace in the US between 2003 and 2018 -
https://www.washingtonpost.com/business/2018/12/20/child-labor-deaths-us-twenty-first-century/The point is to protect children, the exploitation comes from the unsafe and danagerous working conditions that these children go into. Children are naive, and wont understand their rights, or their privileges at the workplace. Easily exploitable and therefore contributed to the over 450 deaths

Labor rights are a relatively new addition to the modern corpus of human rights. The modern concept of labor rights dates to the 19th century after the creation of labor unions following the industrialization processes.
Any reasonable person can conclude that by going the other direction in terms of child protections specifically when it comes to labour laws leads to more child deaths and more and more employers exploiting naive workers leading to unsafe or unhealthy working conditions.
The whole point of the labour movement is for you and I and our children to be safer and not get treated like slaves. Do you understand that? Is that clear to you?
