What makes you think that the actual purpose of billboards in Russian streets advertising Russian nursing homes to Russian customers is to sway public opinion in the US/the world? If there's any component of deliberate political propaganda in these billboards (which I doubt), it's aimed at the Russian population, signalling to them that the oh-so-evil and decadent West is weak and a joke.
