In reality, Biden's messaging on the issue has been all over the place. He's spread thin between the activist base of his own party which wants wiiide open borders and the normies and swing voters in his coalition who want proper border enforcement. Biden is constantly triangulating between these irreconcilable poles. This leads to absurdities like his "immigration czar" Harris going on a tour to Central America to tell the people in these countries to stay the fuck away from America, but that there will be a red carpet waiting for them if they come.
Biden can't think, talk or not poop on himself.
