I think you severely underestimate how many people were very willing to believe a "Trump is trying to mess with the agencies investigating him" narrative.

The press would definitely have intervened on behalf of the swamp and I consider it completely unrealistic to assume that the 50+% of the population who already hated and distruted Trump would have been able or willing to distinguish between this hypothetical good faith reform bill and his previous, shady attempts at undermining the investigations against him.
