If I'd been an advisor to Saddam I'd have got the hell out of the country on September 12th 2001. Nothing Saddam could do would have saved him. And noone in the world cared to help him. If oil production in 2023 beats the Trump-era record, it will be in spite of the policies of the Biden admin, not because of them.
Also note that it's not exactly difficult to have domestic producers pumping at full throttle at the price levels we've seen since early 2022, when the war in Ukraine and the sanctions caused turmoil on the global energy markets.
