Slow down and back up. "It's not a good system" is where you should have stopped. I'm not really interested in the idea of whether you want to justify the system. I want to know how to correct the system so it's consistent. Yes?

yea i heard the same, but how is government allowed to change the rules as they have hit the mark is beyond me
