Texas is a very Conservative state. A lot of people expected the state to start to swing Blue with the rising Hispanic population, but it hasn't really happened.
The abortion issue has also tied up a fair amount of Catholic Mexican voters in the state, reducing the margins that the Democrats have over Republicans with Hispanics in the state.
Plus, there are a lot of restrictive voting laws (ID laws, registration laws, fewer polling places) that disproportionately affect minority communities, and the state has been controlled by Republicans for so long that it has been heavily gerrymandered.
