We can immediately dismiss machines sucking up carbon (I guess you're referring to the one installed in Iceland right ?) because the aim is to not produce too much C02 to begin with. Using energy to build things that prisons carbon won't be enough.
Instead, go on with your first propositions, that were to reduce useless activities. Which automatically dismiss hydrogen flights for your monthly holydays. (sorry for people living on islands)
First reasonable thing would be to make people (elites) accept the idea that not only economic recession is inevitable, but also good for our future.
