Fascism is an extremely specific concept and it refers to a combination of right wing ultra nationalism (pride in one's country and believe that their country can do no wrong) and interventionalist foreign policy (invading other countries.)

The word you are most likely looking for is the word: Authoritarianism. Which is the concept that governments have strong control over individual people in a country and individuals generally do not have the rights to liberty and prosperity.

It's not about any one word and their meaning. I am simply pointing out the fact that words evolve. I don't understand why you struggle with this simple concept so much.
