Zip code is the best predictor of stuff in the US, outside of parent's level of education, which is number 1.
Its funny that you believe stable housing, better school supplies and extracurricular programs, less guns, and more parents, lead to worse outcomes. You play up the dumb card a lot here sometimes.

So it "isn't just resources the school puts into the kid". Glad we agree on that. Because public schools in the cities have shown that they're just pouring money into a bottomless pit, spending more per capita on education and still completely failing the students.
And you've identified one of the solutions put forth by Republicans: Let parents send their children to school in those "successful zip codes". With school vouchers.

The democrats have had total control of the political system here for a long time and these are their social policies come to fruition, and it doesn't work. They didn't create stable housing and better schools and less crime, they created ghetto enclaves, failed schools and more crime.
It was a combined effort of politicians, bureaucrats and activist judiciary that created our abomination of sentencing reform, a point system and non-enforcement doctrine where career criminals can commit 20+ felonies, get caught on them and still not go to prison. And its not white people in stable houses in the suburbs with better schools and extracurricular programs and less guns and more parents who are being victimized by the crime wave. Democrats: The party of ivory towers.

Lincoln High School in St Paul: 84.8% black, 15.2% hispanic, 0% white, 0% asian. 97.6% free lunch. Per pupil expenditures: $14,321. Math standards: 0.0% rate (44.2% state). Reading standards: 7.7% rate (52.5% state). Science standards: 3.6% rate (43.1% state).
Edina High School in rich suburb: 70.0% white, 9.0% asian, 8.9% black, 6.9% hispanic. 8.9% free lunch. Per pupil expenditures: $13,068. Math standards: 56.5% rate (44.2% state). Reading standards: 76.0% rate (52.5% state). Science standards: 82.1% rate (43.1% state).
Its the black schools where people are getting shot the most, too. We just don't report on it with the media circus of mass shootings

Trump unironically pushed for criminal justice reform. I thought it was a breath of fresh air coming from a Republican. No, most Republican politicians don't care because those votes don't help them win or lose, but let's keep our focus on the people they actually elected and their track record.

Tim Scott's Opportunity Zones were the SINGLE best anything any politician has ever done for inner city poverty and violence, with a strong working economy so that many businesses were operating and employing youth and young men.

The left's hostile business environment and hatred of the economy is fueling the poverty and violence like kerosene on an already burning bonfire.

Do you care about that??
