Pakistan, India, and Bangladesh are actively industrializing.

That's pretty much it. Industrializing countries are dirty places. We were dirty as well until Nixon signed the EPA into existance. That was only one generation ago. There are plenty of people still alive who remember not being able to see 2 feet in front of their face in any major American city.
