A hundred dollar fine or whatever it is, is designed as a deterrent without the deterrent you’d have more people driving without the lights resulting in accidents.
I’ve had lights out and got a ticket once for one and yeah I was annoyed but in the grand scheme of things that’s how it should be.
What’s a hundred bucks in contrast to lives being lost because people choose either to skimp or be lazy about things like replacing headlights or whatever.
