Where I live does actually have a sub 50% highschool completion rate. They're good people they just don't believe I can enrolling their children in education since other values are placed higher on the totem pole.
While some may look at that and call them idiots and call them behind the times it was less than 50 years ago many still lived in igloos and on the land fully with no concept of income or higher educations. A nomadic lifestyle is not that conducive the education we seek to imprint children with.
School years here still end over a month earlier than typical school years in the South since parents will be taking their children hunting full time and this attendance rates fall to sub 30%.
Canada can dig itself out of the hole it made. These people won't ever be paying it back. You can't garnish zero.
