no you don't misunderstand. I just think having the discussion(s) you just laid out, even if he had zero interest in following through, would help settle the peace. It also help him in the polls if the BS in these cities calmed down.
If the WH could just act like they are willing to listen to the other side it would have a huge positive impact. But he is SO R base orientated it will get worse before it gets betting IMO. Again 2 oz of political savvy could calm this down 80-90%
But he just cant do it. Another reason I feel like he cannot do the job.
