How do you know the business owner's didn't call their legislators and demand change? Without knowing this and still looting their store would make you just like a "bad cop" that wrongfully targets someone without a shred of evidence. I mean, I guess your "an eye for an eye" logic is valid, but that would make you just like them.
Does it matter if it makes you just like them if it facilitates change for the better? Dozens to hundreds of people die or are injured or are falsely imprisoned as a result of this kind of thing every year, and when normal means don't work why should they keep trying normal means? That would be pretty dumb to let your community keep getting abused because the "official" channels aren't going to work and you refuse to try unofficial.

Unfortunately laws are not guaranteed to deter bad people from doing bad things, just take gun-free zones for example. Unless we get something like the prediction thing from Minority Report (don't remember what it was called, sorry), we will never be able to legislate evil. People will do bad things; there's absolutely no reason to take it out on those not involved.
Laws are guaranteed not to work when they aren't enforced, which is usually the case with police officers standing trial. The system bends over backwards to avoid enforcing its rules. This is as much about enforcing existing laws as it is about rewriting bad laws.
