are you slow? why would he need to say he personally believed it's settled law when he already cast doubt on it and there were only three judges at the time who would presumably vote to overturn it (Not a majority) so at the time, he had no motivation to insert his personal opinion as it was irrelevant. He may be a strong conservative, which he is, but he's not stupid.
