Illegal cheap labor is both a benefit and hurts a city. In simplest terms, illegal immigrants provide cheaper labor and therefore final output costs for services should be cheaper and that should be transferred onto the consumer. It may hurt a city/state though because of the added social safety net costs while not contributing in taxation even though they obviously benefit from the roads, parks, etc. The analysis of cost-benefit is probably fairly convoluted.
The cost/benefit has been done many times and it's overwhelmingly positive.
The reason is pretty simple. If you are a local you ate 18 years of services before you started contributing. Immigrants, illegal or not, are a MASSIVE boon to the tax base, they do pay taxes even if it's just local sales tax, and because they are starting from such an advantageous position compared to natives they will virtually always contribute more to the tax base relative to what they take. A ton of them use fake social security numbers that results in contributions they will never receive the benefits from.

The fun fact behind this is the IQ drain on the third-world country.
Have you ever wondered why Mexico is so bad to live in?
Maybe it's because all of the smart Mexicans left and went to the USA.
So Mexico is being run by the bottom of the barrel.
And the USA is stealing their best and brightest.
I don't think it's possible to run a first world empire without utilizing this btw.
This is also a big factor. Illegals commit dramatically less crime and are disproportionately motivated and higher intelligence compared to the locals. It's selection bias in action. We actually are overwhelmingly getting their best.
