As to what he's being accused of, it appears pretty obvious that he withheld classified documents and obstructed efforts to reclaim them.

they were fined (DNC and Hilldawg) for mislabeling/not disclosing certain disbursements (the same thing Trump got nailed with re: Stormy Daniels but they dropped the charges because theyre Republican controlled. his lawyer got 3 years!)
the FBI was already investigating Trump's Russia ties before the Steele Dossier came into existence.
