Makes a certain amount of sense. Much like California, New York has lost a significant number of businesses and lower/middle class laborers who've left the state for more friendly and less locked down states during the lockdowns.
Incentivizing the working class noncitizens to hang around on the public's dime, fill in the gaps in the labor market, and invest in now untenanted properties is honestly rather sharp, in terms of attempting an economic turnaround.
Flipside, if panic over mutated Covid strains results in yet further lockdowns, it'll just be more money buried in a hole.
