Yes forcefully taking someone's money under threat of imprisonment is initiating violence.

Government spending across all levels consumes over 40% of GDP. Government spending represents taxation and deferred taxation if borrowing. If 40% of a 16 trillion dollar economy isn't massive, wtf is?

It's only pragmatic if the parents can afford to raise the child.

It's not practical to tell a poor mother that she cannot have an abortion and then 9 months later tell her that she will not receive financial assistance.
