Depends on what you're looking for. If you're gonna stick to Riga/Tallinn/Helsinki you'll probs want to visit during the summer - the winters are kind of bleak and grey. If it's winter that you want then you'll want to head up north. I've heard that the nature's kind of neat but idk - guess I'm kind of used to it, might be different for you West Europeans.
Latvia's riddled with old castles and German manors if you're into that sort of things. Helsinki and Tallinn have the advantage of you being able to make a day trip to the other if you feel like it. Riga's just 10/10 - the architecture's sick wicked and the drinks are cheap.
