It looks like it's current incidence, which would explain the pattern. The various covid waves always start out in the high density high travel coastal regions, and then spread like a wave toward the rural areas in the heartland. Also, it's winter where the continental regions are cold as fuck while the coasts have a milder weather.
And last but not least, note that LA county/the entirety of southern california is going through a huge flare up of covid cases right now - not exactly a stronghold of maga hats or covid truthers...
