The idea is that the House members are supposed to represent the voters in their district. You dont see folks from purple or "untrumpy" districts like Peter Meijer or John Katko getting censured - but when the Republicans in places like Wyoming (Cheney) or South Carolina (Rice) stand overwhelmingly behind Trump, it annoys them when "their" representative knowingly votes the other way.
Now, I consider these censures an overreaction and would prefer to just see Cheney et al. primaried without mercy at the next best occasion, but I can see why very pro-Trump local activists and officials want to send a message to their representatives in DC... reminding them that they're well-advised to know where their base stands.
