In a general sense, those at low or no risk from the virus, or who have already had the virus, or actively want the virus to develop antibodies so when the next and even worse strain comes along they'll have some resistance simply don't want shit pumped into their bodies that they feel they don't need.
Antivaxxers are just what they are. Like, I would never discourage someone from getting vaccinated. I merely respectfully decline a vaccine I don't need. I have the antibodies, I'm not worried about it.
I think the #1 factor that needs to be observed is that people are, at heart, responsible for their own health. Therefore, those who want the vaccine should get it as it becomes available. Those who don't, shouldn't. If some who opt not to get the vaccine catch the virus and die, then they die. Nobody lives forever. It's well within their right to choose their hill.
